Compensation for damage and loss
All books and periodicals in the library are state property. Readers should keep the borrowed books and periodicals properly and return them in time. In case of damage, alteration, page tearing or loss, compensation shall be made according to the following measures:
I.Any damaged or altered books and periodicals shall be dealt with according to the damage condition.
1. If the damage or alteration of books or periodicals is minor and does not affect the integrity of the contents, 20% of the original price shall be fined for the general books or periodicals; 30% of the original price shall be fined for the Chinese science and technology books or periodicals (including photocopies of foreign language books or periodicals); 50% of the original price shall be fined for the original foreign language books or periodicals.
2. If the cover and back cover are damaged or the binding is damaged, the rebinding expenses should be paid.
3. Any serious damage or page tearing of books and periodicals, which affects the integrity of the contents, shall be dealt with in accordance with the second measure above.
II. In principle, any lost books and periodicals should be fined as the same version or new edition of the books and periodicals. If it is really impossible to return the books and periodicals, the following provisions shall be followed:
1. For books and periodicals of philosophy and Social Sciences, fines shall be five times of the original price for books published before 1989 and three times of the original price for books published after 1990. In addition to the return of the stolen books and periodicals, the book stealer must be fined as 7 to 10 times of the original price.
2. Chinese scientific and technological books, professional periodicals and professional materials of the library collection shall be fined 5 times of the original price, and 10 times of the original price for atmospheric science books published before 1989. Besides the return the stolen books and periodicals, the book stealer must be fined as 7 to 10 times of the original price.
3. Foreign language books and periodicals (including photocopies) of the library collection shall be fined 5 times of the original price. Fines for the original foreign language books and periodicals shall be 7 times of the original price. In addition to the return of the stolen books and periodicals, the book stealer must be fined as 10 times of the original price.
4. Besides the above provisions, the following points of the fines for multi-volume books and volume periodicals must be noted:
(1) For multi-volume books, if one or even several books of them get lost, fines shall be made as the price of the entire volume, and the rest books of the incomplete volume are still be owned by the library.
(2)If one or several of Volume periodicals (or annuals, monthlies) get lost, fines shall be as the entire volume periodicals or whole year annuals, and the rest of the incomplete volume periodicals will still be owned by the library.
(3) Fines for non volume but sequential irregular continuous publication is the same with ordinary books.
5. For lost books, compensation formalities must be completed within the loan period; If the amount exceeds the loan period, compensation shall be paid according to the number of overdue days and a fine shall be imposed.
III. Treatment of fines
1. The fines will be handed over to the finance department of the university.
2. The library would not return the fines, if the reader find the lost part of incomplete books and periodicals afterwards .
